Public-Private-Partnership (PPP)
The envisaged motorway connecting Ho Chi Minh City and Moc Bai is advancing. This project, the proposed - Ho Chi Minh City-Moc Bai motorway - has recently seen the Ho Chi Minh City People's Committee approve 'Phase 1' and it has submitted the proposition for Phase 1 (Document No. 3447/TTR-UBND) to the Prime Minister's office. Phase 1 is penciled in to start in June 2025 and complete in 2027.
This project has been subject to negotiations and discussions between Vietnam and Cambodia for some time. The MOU signed between the Vietnam Ministry of Public Works and Transport and the Cambodian Ministry of Public Works and Transport was wet-ink signed back in 2017.
The total investment value for this highway is VND19,617 trillion (USD$770 million). Vietnamese Government capital, from the State budget, is VND9.674 trillion, equivalent to 49.31% of total. Phase 1 project length is about 51km and this will connect Ho Chi Minh City to Moc Bai (Tay Ninh province) to the Cambodian border. Interestingly, about half of 'Phase 1' will include expressway work in Ho Chi Minh City. The plan includes four (4) lanes with speed limits of 120 km/hour. Similar to previous BOT projects carried out in Vietnam, one can expect leading Vietnamese listed materials companies, concrete providers, and steel enterprises will be among the beneficiaries of this project's construction.
