Minister of Finance Nguyễn Văn Thắng chaired a conference to gather feedback on the draft Decree regulating mechanisms and policies for public-private partnership (PPP) cooperation in science and technology, innovation, and digital transformation. The Minister noted that although the Law on Investment in the form of PPP has been enacted, the fields of science and technology, innovation, and digital transformation require renewed and practical solutions to maximize effectiveness. The draft outlines three main forms of cooperation: PPP for large-scale and long-term projects; joint ventures using public assets between state agencies and enterprises; and other forms of collaboration tailored to specific types of technological products and services. Regarding financial resources, the decree facilitates the mobilization of state budget funds through science and technology development funds, venture capital funds, and research funds from enterprises and public institutions, thereby promoting investment, innovation, and the commercialization of technological In terms of investment procedures, the decree shortens appraisal time, reduces approval steps, and delegates authority to the maximum extent to local governments, research institutes, universities, and public service units, aiming to accelerate project implementation. In addition, special incentive policies are clearly defined, such as increasing the state capital contribution to a maximum of 70%, risk-sharing mechanisms, compensation for revenue shortfalls during the first three years of operation, and the right to terminate the contract if revenues fall below 50%. The decree is expected to be issued in June 2025 and take effect from July 1, 2025.
TRADING STRATEGY
The stock market closed slightly in the red at 1,349 points, with improved liquidity exceeding the weekly average. Market divergence continued. Capital inflows remained positive in banking stocks and showed improvement in leading industrial and financial services stocks. On the other hand, selling pressure increased in real estate, chemicals, oil & gas, and utilities sectors. The VN-Index is expected to fluctuate today within the 1,340–1,350 point range.
The market has been moving sideways within a narrow range for the fourth consecutive session, with average liquidity remaining low compared to previous trading weeks. Investor sentiment remains cautious amid increasingly unpredictable global geopolitical tensions and the ongoing, unresolved Vietnam–U.S. tariff negotiations. These factors have led to a selective cash flow, with a tendency to shift toward individual stocks supported by macroeconomic news or those with specific stories offering strong fundamentals. As a result, the VN-Index’s recent stagnation and the possibility of a short-term pause before returning to a more positive trend appear plausible. Investors are advised to manage their portfolios with a balanced allocation, prioritizing fundamentally strong stocks that have promising Q2/2025 earnings outlooks or are benefiting from favorable market capital inflows.
