The government has just issued Resolution 28/2026/NQ-CP allowing coal mining enterprises to exceed their licensed capacity by up to 15% without having to amend the mining license, in order to ensure national energy security. The additional production must be within the licensed reserves, meet technical, safety, and environmental requirements, and be used solely for electricity generation. This mechanism is effective from June 9, 2026, to December 31, 2027.
The Ministry of Industry and Trade has developed three scenarios for electricity load growth in 2026, including a baseline scenario of 8.5% increase, an operational scenario of 11.7% increase, and a contingency scenario of 14.1% increase compared to 2025. During peak hot months, the national power system's peak capacity could reach 60,000 MW, while the North is expected to reach 32,000 MW. The regulatory agency requires accelerated investment in battery energy storage systems (BESS) to improve the power system's operational capacity. Simultaneously, businesses may be considered for permission to sell 100% of their surplus rooftop solar power to the grid if the regional grid can handle the load and there is no overload.
TRADING STRATEGY
The stock market traded sideways within a narrow range and closed slightly higher at 1,793 points, with liquidity falling to its lowest level since the beginning of the year. Selling pressure decreased and mainly occurred in some individual stocks in the real estate, oil and gas, and chemical sectors. Meanwhile, capital tended to flow strongly into leading stocks in the banking and financial services sectors. Foreign investors increased net selling in both scale and value. The overall sentiment remains highly cautious. The index's recovery was largely due to reduced supply rather than proactive buying support. The VN-Index is still in a short-term downward correction phase of a medium-term uptrend, with support around the 1,740-1,760 point area. However, investors should pay more attention to individual stocks that already have attractive market prices relative to their fundamental outlook or are expected to benefit from the upcoming Q2/2026 ETF restructuring.
The VN-Index is likely to fluctuate around 1,785-1,805 points today. Short-term traders should closely monitor price movements and independently manage each individual stock in their portfolio to optimize their position. On the other hand, controlled buying activity aimed at medium- to long-term holding based on company valuations may continue at key support levels.
