Deputy Prime Minister Tran Hong Ha chaired a meeting to listen to the report on receiving opinions of Government members on the Draft Law amending and supplementing a number of articles of the Draft Land Law 2024. At the meeting, many opinions said that it is necessary to clearly distinguish between auction and bidding when allocating and leasing land: auction only applies to land with stable infrastructure and planning; while bidding aims to select investors with the best capacity and development plan, not based solely on price. Regarding the land price list, delegates agreed to maintain the 5-year cycle, at the same time adding an annual adjustment mechanism by coefficient, or rebuilding a new price list if there are large fluctuations, to closely reflect reality and reduce overlap, saving resources. Regarding the policy of exemption and reduction of land use fees, there should be an appropriate support mechanism, especially for households using land legally but have not yet been granted certificates, to avoid disadvantages when applying the new price list. Notably, the Ministry of Finance said that it is drafting a document to remove obstacles in financial obligations when households and individuals change the purpose of land from agricultural land to residential land. At the same time, the Ministry also proposed to add clear regulations on exemption and reduction of land use fees and land rent for enterprises, or assign the Government to decide annually and report to the National Assembly, ensuring transparency and stability for production and business activities. Concluding the meeting, the Deputy Prime Minister requested the Ministry of Agriculture and Environment and relevant agencies to carefully absorb and analyze the comments and complete the Draft.
TRADING STRATEGY
The stock market increased positively, reaching 1,657 points with improved liquidity. Supporting cash flow appeared in leading stocks in the real estate, retail, basic resources, chemical sectors, and some individual stocks in the construction, materials, and industrial services sectors. On the contrary, the downward pressure was mainly concentrated in stocks in the financial services sector. Today's VN-index is likely to fluctuate around the 1,650-1,665 point area.
The market fluctuated and recovered spectacularly after testing the psychological support zone around the 1,600 point mark. Selling pressure occurred quite early but the intensity was not too strong. Supporting cash flow appeared in some individual stocks that played a role in regulating the index or had supporting fundamental information. Foreign investors continued to net sell at high intensity. VN-Index is currently leaving open the possibility of entering a short-term uptrend if there is a positive improvement in the supply-demand balance in the area around the resistance zone of 1,650 - 1,660 points. Investors should temporarily pay attention to controlling the portfolio proportion at a reasonable level. Reinvestment activities should be prioritized when the market has a stable trend or transactions are concentrated in a number of individual stocks in the basic group, the business results outlook for the third quarter of 2025, there is supporting cash flow or approaching the support price zone.
