HIGHLIGHTED NEWS
On October 23, the State Bank of Vietnam announced the implementation of a mechanism to either exclude certain loans from credit growth limits or increase these limits for commercial banks participating in the financing of 35 key national projects. The total borrowing requirement for these projects is approximately VND 1.7 quadrillion, with 15 projects in the Southeast region accounting for about VND 757 trillion. By the end of September 2026, total outstanding credit nationwide reached over VND 20.7 quadrillion—an increase of 11.7% compared to the end of 2025—while the Southeast region alone reached nearly VND 6.8 quadrillion, an increase of 10.93%.
On October 24, Vietnam and Belgium issued a joint statement, agreeing to work toward upgrading their relationship to a Strategic Partnership. Both sides prioritized expanding trade and investment cooperation in sectors such as semiconductors, artificial intelligence, seaports, logistics, clean energy, high-tech agriculture, and pharmaceuticals. They also committed to the effective implementation of the EU-Vietnam Free Trade Agreement (EVFTA) and agreed to coordinate efforts to combat illegal, unreported, and unregulated (IUU) fishing. Previously, on October 22, the Belgian Chamber of Representatives voted to ratify the EU-Vietnam Investment Protection Agreement (EVIPA).
TRADING STRATEGY
The stock market maintained a positive tone, closing at 1,774.15 points with liquidity exceeding the 20-day average. Market divergence persisted. Although the VN-Index experienced early volatility, buying support for large-cap stocks—particularly in the real estate, banking, and food & beverage sectors—helped the index pare losses and reverse into positive territory by the end of the session. Foreign investors returned to net selling following two consecutive sessions of net buying. Overall, the VN-Index remains in a recovery phase; the rotation of capital toward large-cap stocks has naturally triggered profit-taking and position-trimming among small- and mid-cap equities. This shift is expected to provide the momentum needed for the index to clear the 1,760–1,780 resistance zone and advance toward the next key psychological level of 1,800 points, thereby strengthening the foundation for a new medium-term uptrend.
Today, the VN-Index is likely to fluctuate within the 1,760–1,790 range. Short-term investors should closely monitor market developments and manage their portfolios with a focus on concentration, avoiding overly diversified positions or "chasing" stocks during recovery rallies. Meanwhile, medium- to long-term investors may continue to hold stocks with strong business growth prospects for the second half of 2026.
