During the policy review session on the amended Oil and Gas Law on January 26th, the Ministry of Industry and Trade proposed five major policy groups for the draft law to enhance the attraction of foreign and private investment in exploration, production, science and technology development, and innovation in the oil and gas industry, with a focus on self-reliant high-tech oil and gas services and the development of overseas oil and gas services. These policies include:
- Improving and simplifying procedures, and strengthening decentralization in the appraisal and approval of basic oil and gas exploration and production activities.
- Supplementing and improving regulations on oil and gas contracts.
- Supplementing and improving regulations on investment incentives in oil and gas activities.
- Establishing mechanisms and policies for developing the oil and gas value chain, including high-tech oil and gas services and offshore energy.
- Establishing a framework for reducing greenhouse gas emissions, carbon capture, and storage in oil and gas activities.
TRADING STRATEGY
The stock market continued its decline, falling to 1,843 points, with improved liquidity exceeding the previous week's average. Selling pressure increased in leading stocks in the real estate, industrial services, construction, and materials sectors. Conversely, capital tended to concentrate strongly in individual stocks in the banking, energy, and F&B sectors. The VN-Index is likely to fluctuate around 1,830-1,855 points today.
The market experienced its third consecutive day of decline, falling close to the nearest support zone around 1,820-1,840 points. Concerns about multifaceted macroeconomic fluctuations both domestically and internationally led to increased selling pressure in many stocks with high market sensitivity to policy-related factors. Foreign investors ceased net selling and resumed slight net buying. Although the index declined and closed near the lower end of the recent sideways consolidation range, differentiation remains quite clear, and investment opportunities still exist in many fundamental stocks, particularly those in key sectors aligned with regional economic development. Therefore, the VN-Index is likely to remain in a short-term fluctuation phase rather than transitioning into a new downward correction trend. Investors should patiently hold their positions, increasing their stock holdings during fluctuations within their strategic portfolios with a medium-term outlook. Short-term trading should be flexible and adapt to changing cash flow patterns.
